Are we talking about dogs that were in service getting retired to veterans who were also in service?
If a veteran has ptsd, how does it help to have a dog barking at the window everytime a car drives by or amazon deliveries?
This is an honest question.

There are groups out there that have programs turning shelter dogs into service dogs and while it’s not impossible, it’s much more difficult than starting with properly bred puppies. Some of these groups have these programs to bring in donations and the number of legit dogs they actually produce is significantly lower than what they want donors to believe.

He's talking about an "emotional support animal" Not a "service dog". Unless wounded in combat as in an amputee, loss if hearing /sight it's for emotional support /coping mechanism animal.
"Service Dogs" are specially trained to perform a specific function to assist in as loss of the senses such as grabbing items, assist in loss of sight /hearing, notifying when an epileptic seizure is about to occur, etc.
