Service Dog fraud - will it ever be enforced?

Saw this gem on FB, not sure which state.

how do you enforce this? they dont have to tell you their disability and you have no right to ask because of HIPPA.

You actually can ask what service the dog provides. You can’t ask what the person’s disability or condition is but you can ask the specific task he dog is trained to do. Now, in reality of course you are going to find out something about the person as well, but that’s the way the law is written.

Emotional support animals are totally different. They have no special “rights” except in regards to housing. Emotional support animals do not have to be allowed in public places, stores, etc. Thise are the ones where the system gets abused. Service animals are pretty well controlled.

The other night I saw a legit service dog in Freddie's restaurant. The guy was handicapped, could barely walk, etc.
I had no problem with the dog being there other than the dog was disgusting. It was a long haired sheppard, but it was severely matted and just filthy. It looked like the dog hadn't been washed or brushed in weeks. I felt sorry for the dog, it looked like it was miserable.
Is there a group that helps with these animals when the owner is physically unable to maintain these animals?

I still want to bring my service giraffe every where I go. Maybe swap it out for my service alligator now and then. It's getting crazy what these stupid people are doing.

A dog doesn’t care if it hasn’t had a bath or it’s hair not combed. We can teach them to do cool tricks (like the stuff they are trained to be a service dog for) but at the end of the day it’s a dog. Give it food and water and past that it doesn’t give a shite.

You cannot tell me a long haired dog that is all matted and knots is not miserable. I've seen dogs chew at matted hair to get rid of it, chewing their skin raw.
