I'm guessing that keeping up the 80's era sporting venues wasn't high up on the "shite to get done during our devastating civil war" list.

It isn't all like that. Torvill and Dean skated there again in the last few days to a sold out crowd. It was a re-creation of their Gold medal skate.
Personally I think them doing it again in Sarajevo was very cool. I don't like figure skating but I do like the idea that they went back to such a war torn area and celebrated.
