They should use their best judgment.
That judgment should be informed by selection, training, and an understanding that if they use excessive force they will face consequences.
We can't invest people with the power to detain us and then insulate them from the consequences of poor judgment.
Well, we shouldn't do that at least.

When are we going to decide that this isn't a good enough answer? Respecting a cop because he can ruin your life shouldn't be the status quo.

Exactly.
When the alternative to excessive force is that the "perp" - guilty of riding a bike in a parking lot - gets away, then perhaps they should err on the side of caution with their force.
You're not apprehending a violent criminal, so treat the situation appropriately. If you can't handle the situation because the suspect has an attitude and/or is black, then you shouldn't be on the streets.

All the girl did was put her foot on the pedal. For all we can see in that video she may have been doing nothing more than shifting from one leg to the other. It certainly didn't warrant the cop losing his mind in the manner he did in the video.

I would certainly comply with reasonable demands from LEOs. Even some unreasonable ones. I would have to be in fear for my life or safety of loved ones to not comply.
That doesn't mean we should excuse police officers who overreact when someone doesnt comply.

Two cops in separate cars pull up on girl to question suspect.
Suspect appears to make move to flee.
No audio so NO ONE knows what is actually going on.
Suspect resists
Friend of suspect almost interferes with police action
FACTS ARE STUBBORN THINGS
