It's called trespassing. That parking lot is private property and, unless you have business in that mall, the property owner (or his agent) can run you off or have you arrested.

Crazy to think a mall owner would want cops busting kids for riding a bike through the parking lot.

I know you're just joking but Tacoma has a fairly large black population. And the mall area is definitely not high end, which makes the whole stop strange in the first place. There's no shortage of genuinely sketchy people roaming that lot due to a transit center across the street. Had he stopped them for riding recklessly or something I'd understand.
In any case, people can debate the stop and even the initial takedown, but the taser was definitely excessive.

Kids riding bikes have been known to break in to cars. Maybe the girl on the bike looked suspicious and the officer wanted to question her.
