At least in LA it's not effective until 8/1/2021. So definitely no closures this year. Probably not in the future as it will always be officially on a Saturday based on the bill that was signed.

It’s when a group of slaves in Galveston got informed by Union soldiers passing through that they were free and US had won the war 2 or 3 months before. It’s more of a local thing. It was already a holiday in Texas.
Celebrating the end of slavery would be when Confederacy surrendered months before with emancipation proclamation enforced or really the legal and constitutional abolishment of slavery for the entire US when 13th amendment was ratified (Dec 1865).
Considering different dates across 1865 from 13th being passed by Congress to be ratified by states, various dates ratified, to final surrender of confederacy, most slaves freed if not before, to slaves being notified in Galveston that Confederacy surrendered months before, and to 13th officially becoming part of Constitution if June 19th is still best date that’s fine, but holiday should incorporate the true ending of slavery and not just focus on the story of slaves being notified by union soldiers in Galveston.
Besides many Juneteenth celebrations over past few decades are not that different from how blacks treat streets named after Martin Luther King. Maybe like blm implies by focusing on whites to show blacks that black life matters whites also need to show blacks how to respect Juneteenth.
I also like incorporating a date in 1865 as a holiday because you’d swear some 20 and 30 year old blacks were just freed by how they talk and also vilify white people. They also tend to forget decades of affirmative action and quota programs at local, state, federal, and even additional programs within corporations and charities above law requirements along with decades of out of proportion and generational welfare and additional costs to society of out of proportion crime especially violent crime when saying we need more $ because of slavery. Like i mentioned earlier there is more to ending slavery than what happened in June in Galveston, but at least now there is a date in 1865 as a national holiday to celebrate their “Juneteenth National Independence Day”as holiday will be officially named unless house modifies it.
Before blm many blacks had started to hate having their success look at as being from affirmative action and quotas and many still do, but white leftists using poor blacks and leftist Blacks speak for all blacks now in all forms of media. Maybe one day most will achieve true “Juneteenth National Independence Day” from their Democratic overloads.
