Yeah because being good at business will matter after a major nuclear war or fall out. Money is useless at this point and practical skills apply such as growing food, skilled hands, medical needs, engineers, scientists, self defense against other survivors, mechanic granted there are any operating vehicles left, electricians to restore power, etc. a bunch of pansies afraid to get their hands dirty wouldn't get very far. They all want the power, would would have it?

All of those skills are meaningless without proper leadership to maximize their profitability in the marketplace.

West Virginia had some really nice ones that, once no longer secret, have been photographed. The new ones, still secret, must be in the general area of Washington D.C. so the politicians can get to them underground.
