I always stick with the philosophy "better safe than sorry".

Over time, things happen and procedures change.

If there is a high probability that dangerous weather will be moving in and it will be in around the times schools are letting out, etc.. It's best to get the busses off the road as soon as possible, etc.

If they don't dismiss them early and a tornado hits the school, doing serious damage, causing a few fatalities and a lot of injuries everyone would be saying "they knew there was bad weather coming, why didn't they let them out early?".

Storms are passed. I guess I missed it though, cause I didn't even hear any thunder. Got a few drops of rain though, so that's worrisome.
