Saying ‘I would agree with that’ or ‘I would think’ or similar

What is someone trying to say when responding to a statement that isn’t happening in the future?
‘Scientists say the sky is blue’
‘I would agree with that’
If they were asked in the future if they agree with the statement then they would agree then?
‘Jack just got home’
‘I would think he wants to check the mail’
Or people are just saying things like this without any real idea about what they are saying.

I work with a guy who only talks like that. After any statement he says “I would tend to agree with that” as if saying yes but wanting to sound smart but also giving himself an out if he is wrong.

The implication is, "Supposing the assumptions that you are making are true..." I would agree with that. The first part is implied.
