Well 2 has happened before (again, we literally just witnessed this with various intel agencies coordinating against Trump to promote a hoax against him), but it's also has historical ties. I mean that's the basis of the most plausible JFK-conspiracy and that's 60 years old now.
There is certainly a level of bureaucracy within the federal government that does not answer to any President.
