How do you go from such low rates (except the Asians) of Ready For High School to such high Rates of Graduation?
Doesn't make sense to me. Everyone is getting smarter as they go?
AA 15% ready for HS to 86% graduation.
Latino 24% ready for HS to 77% graduation.
There has to be tons of dropouts.

Unfortunately, there’s not much repercussion for it when schools are forced to pass kids on and it’s almost impossible to get parents into court over truancy.

SF has been heavily gentrified over the years to where a lot of blacks have moved from the Fillmore district (formerly the major black area of the city) to the outlying areas such as Oakland across the bay.
City population used to be 14% black around the 70s before things changed to redevelop Fillmore, which had the either the direct effect or side effect of pushing blacks out (depending on which side you ask).

It doesn't change the fact that the black community is woefully lacking in two parent households which contributes to everything from lack of income (your point) to parental contribution to education at home to parental discipline. At some point wealth stops becoming the excuse and becomes the crutch when the nuclear family is almost non-existent.
