Desert and arid regions actually get crazy dangerous flash floods.

Southeast AZ fits these requirements. Although, I did experience a minor earthquake there, but they're extremely rare. Northshorebamaman can confirm. He's there now.
Yeah. The southeastern part of the state is 'high desert' so it's not as hot as the central part of the state. The extra vegetation keeps sandstorms from being a thing. Usually doesn't hit triple digits in the summer. Occasional snow but never enough to stick around more than a day or two. No tornadoes or hurricanes. The lightning can get intense during monsoon but that's about it.

As an added bonus we don't draw our water from the Colorado either so don't have to worry about that.

Along with hurricanes, floods and tornados I'd factor the local tax burden as a mortal threat.

New Hampshire is looking good.

Now do property tax

Northeast is great, pity they are so hell bent on importing people from haiti, congo, and angola.

Average IQ of Haiti - 67

Average IQ of Congo - 78

Average IQ of Angola - 68

Thanks for all the replies. After scanning the responses, I see the OT agrees that the safest are in America (for weather) is somewhere between Seattle and Fairfax. Well done, OT! Well done!
