The soil those places are built on isn't the best. Combine that with a bad bulkhead and all that boat traffic and this was inevitable.

Looks like busted bulkhead, not a sinkhole. Depending on how that 3 story condo was constructed, there could be problems with the land supporting the weight of the structure...

This. Could be slope-slip failure. If they don't do something fairly soon, I wouldn't want to live in that apt complex
