The only thing I can figure is they thought they could just let them blow off steam. But when shite broke loose, it escalated quicker than they expected, and anything short of maximum force would have failed. They knew if more people got killed, there would be no stopping them.
I don't believe that. I think the police and NG should have gained control and protected law abiding citizens.

It has been amazing to watch and listen to police in LA over the past 4 days. They've gradually reined alot of it in.
