Owner knew he was cutting corners by getting a cheaper powder. Knows that patrons with severe peanut allergies could die from certain powders. He took a risk to save money. Someone died.

If I went to a planet where the population successfully injested arsenic on a daily basis then I wouldn't order any takeout.

So he's running 6 restaurants with illegal workers, ignoring supplier warnings and police warnings, and serving food that is making multiple people sick and eventually killed a man, but he should be let off with a fine?
Nah, I don't think so.

My little hypothetical was just to underscore how crazy it is to not walk around with an epi pen if you are deathly allergic to a common ingredient found in a lot of Thai food.

It isn't true. Peanut allergies have always been serious.
His statement is just based off of his ignorance. I was an inquisitive kid, so I had heard plenty about peanut allergies and how serious they are when I was young. They still aren't incredibly common. They still are very serious for those that have them.
