Of course restaurants die all the time and all over the country. According to the article 60 restaurants closed in the 4th quarter in the Bay Area. The Bay Area has thousands of restaurants. How many normally close in a quarter? That's what they don't say.

Except what you're suggesting is hardly socialism. It's a ridiculous approach to try to fix a perceived (or hell, call it a real) problem by paying someone more than they're worth. Simple as that.
And the US isn't a traditional capitalistic economy.
