Yes. I have spent a large part of my career on governmental contract work so I understand that.

You don't want to do cost plus unless you personally know and trust the contractor and or time is of the essence. You want a fixed sum.

Yes he does, an honest contractor working cost plus will be completely transparent and there's no way it can hurt either party as long as he understands that he's going to get a finished quality product, and the contractor is going to make money.
I will add that he should want a cost-plus under a budget.

You know, it is possible to have business ethics these days. I'll give you it's a little tougher in the shady climate that's out there, but it's still possible.

just all sounds like a horrible idea, making a detached carport a master bedroom? and then rebuilding a detached carport. Dude is going to sink all kinds of money into the house he'll never get back. Its a minimum of 80k-100k he's talking about, sell your damn house and buy/build a new one.

I don't know about that but generally speaking, a cost plus deal puts all the risks on the people building, not so much on the contractor. But the profit GC is getting is generally in black and white.
