I was waiting for this thread. This all boils down to the family structure and a seemingly never-ending cycle of not being able to find a way out of the streets.

When I have a traditional class(not honors) of 50/50 black and white kids, I would say 90% of the white kids have a family of some sort to go home to and 70% have a vehicle of their own to get them there. When they get home, they have at least one parent around to make sure they get their homework done, or at the very least the parent knows what is going on with their grades by logging into the website to check on them (often daily).

When it comes to my AA kids, the percentages are almost completely flipped. A good 80% of them are raising themselves when they get home (that they often walk home to). I've had parents not able to call me back because they were arrested that night. Very few of them come to parent/teacher night, and very few log in online to check on their child's grades. This could be from a lack of caring or a lack of resources. When you don't have that support system at home, it takes some really strong intrinsic motivation to get you out of the cycle. Obviously, this isn't a 100% situation, but these kids need more programs in place that actually work and help them rise above the situation they are currently in and see a future outside of the street they live on.

Also I would assume the correlation between combined incomes and two responsible parents households....which means those 2 responsible parents promote school work and studying as a top priority....

Nothing to do with white and black

Tops in its original form (LTCP) had an income cap and was designed by Patrick Taylor for low income folks. Do a little research.

Any race can get TOPS.
Good idea is to implement one for just for white kids. That will work.

No surprise there. It's a subsidy to the upper-middle-class. The worst kind of subsidy there is. Moving it to a ACT 28 will take care of that and it will become a scholarship for scholars. It will still go to the upper-middle-class but at least it's for a legitimate purpose and an investment in the state's future

Yeah, I know. Not even equal to two school teacher salaries. But I assume the number is what it is because of all the families with zero income. I'd like to see numbers for working families.

I agree with prior posters that TOPS is probably too easy to attain, but claiming it discriminates is a perfect example of what is wrong with this country. It is totally based on merit, with no race or need considerations, but because some people have a harder time qualifying, it is claimed to be discriminatory. Well, if the schools in a given area don't get the job done, fix the school, make education more of a priority, get rid of the poor teachers, whatever it takes. Don't drag down the people who do well, work to raise the kids who do poorly. No, it is easier to claim bias than to accept the truth that in the black community, too many schools fail, too many students don't care, and too many teachers are just going through the motions. No one wants to see kids and schools fail. If a problem exists, fix it, and quit blaming something that happened long ago.

They should just be upfront about this stuff. It was originally created to be need based......and then poof it wasn't.

Just say it was an effort to keep more kids in state to avoid a "brain drain" and be done with it.
