Apparently it is a private club. You have to fill out paperwork and whatnot to get a beer. I don't know about all that for a burger and some beers.

They just scan your ID and you sign something. It's really not a big deal. It probably has to do with some puritanical blue laws of that particular county. It's not out of the ordinary.
It's trashy, but fun. They'll give you a shot with a minnow in it.

It is a private club so they can have later hours, etc, therefore you have to be a member of the club which requires paperwork they have to provide to the county to prove it's a real club with a paper trail for membership.
There was a place like that in ATL that was open 24 hours when nothing else was, but the membership was just a $20 cover and you tell them your name is Rumplestiltskin and they give you a "membership card" and you go in. It was a gay bar during legal hours, but when everything else shut down at 2am, that's where all of the service industry people and strippers of downtown ATL would go, and party til the sun came up. Cocaine fog. It shut down about 15 years ago.
ETA- I just remembered the name... "Backstreet" it was called.

I just asked my coworker who is already out there, he said it was a big fricking ordeal, took 30 minutes.

I have one close to me, off of Beach Street in Fort Worth. I've never been, but I've heard the food actually doesn't suck and the waitresses are strippers who were forced into retirement after illegitimate kid number 3.

Lame. Must be new. I've been there a handful of times and I don't remember doing that. You're not missing anything. It is pretty fricking trashy.
Don't know why they do the minnow shot, but they ring a bell whenever someone does it.
