No it's not. The civil engineers take soil borings and go down with the foundation until they hit solid.

I would guess that the folks on here, who suggest corrosion is the culprit, are probably correct.

Looks like a sinkhole happened. You can see where the ground level used to be in the first pic with the cars.

Theres no way they would not condemn and call the ones still standing a total loss. No way you could ever certify the remaining structure as occupy-able again. They will tear it down and start over.

What was the building (already removed but for the cement slab) to the immediate south and why was it removed?

Lots of pictures at the Daily Mail site LINK

Some of the Daily Mail pictures show where solid rebar is still there in the remaining standing part of the building, but uniformly bent where then now collapsed part of the building pulled away and down in a single motion.

Did somebody dig the parking area deeper? The difference in cement colors has to have a reason. (Also note the fracture in the car chowder picture, the fracture going up from the corner of the building to the balcony edge. The rescue team should NOT be standing under that building).
