Railway Bridge across BC Spillway being replaced-- Why has it slowed to a halt?

I remember this construction kicking off and the equipment is really cool to see in action when driving by.
But in the last few months I don't think I've seen a single new piling/thingy driven. I see people working and airboats moving around the site.
Is it b/c the Spillway is opened? I watched a crane on the tracks dropping huge sandbags on the south side of the tracks a while back and thought that was to slow the rush of water in the vicinity of the project so they could keep plugging away.
But nope. almost a year later and they're still sitting there on that first 1/4 mile of the 2.3 miles of bridge.
If you're totally clueless about what I'm talking about. Here's a description of the project from the Corps of Engineers
Streetview from I-10 of the site and equipment. It's in this same spot now and that pic was taken in February.

construction is as slow as all get out, but I've seen some progress over the last few months...
question for the group, does anyone know what the new speed limit on the bridge will be? if I remember correctly, the old speed limit was something like 10 MPH

I did too. But anyone know if they thought they could keep working by using them big arse sandbags or were those dropped just to keep more shite from washing away?
You can still see some of those big bags right as you come over the levee(hump on 10).

The old bride is a piece of shite. Parts of it washed away when they opened the spillway in 2011.

I was wondering BECAUSE big arse crane was rolled out on the tracks and dropping big arse bags into the water around the site. They don't do that under normal circumstances when the BC is opened. SHUT YOUR HOLE.

EXACTLY. I pass it twice a day and I've only seen it standing up a piling twice. The pilings are stored up under that right end(west) paralled to ground. They come to the Left end on some sort of conveyor and then stand upright, then lowered into the ground. Then they are driven to depth.
I've seen them being driven in a couple times. Roll you window down and hear it. Will scare you if you don't realize what it is right. POW!!
It's cool shite to see when it actually is operational

They arent just repairing it to the way it was before...they are sinking a ton of money into strengthening it for the new passenger railway
