The black vote is so insignificant it wouldn't make a difference anyway. Same is true of the Hispanic vote, the Republican candidate doesn't need it to win. The only thing necessary to win is to turn out the conservative base.
There was a study by the WSJ after 2012 that said even if Romney got 100% of Hispanic votes, he still would've lost. However, if Romney would've gotten the same amount of votes as McCain in 2008, he would've won. Obama is the only President to be reelected with both fewer popular and electoral votes and would've lost to a conservative candidate.
The solution is simple, get conservative and you win big (e.g. 1994, 2010, 2014), nominate liberal candidates, talk about compromise and pander to people who disagree with you and you lose (e.g. 2008, 2012).

It's funny, that seems to be a recurrent theme in my discussions with those with strong Latin American ties.
That they are pure blooded Indians with no European parentage, and have "always been here."

Actually, their ancestors did take a boat and enslave other humans. It's not like Hispanics were here before the conquistadors. Some of their ancestors originated here, and some came from Europe.
