Could be multiple reasons, as others say. And also, "Defense Secretary Pete Hegseth ordered a 20% reduction in U.S. military general and flag officer positions (ranging from one-star to four-star ranks), removing or downgrading roughly 170 billets out of approximately 850–857 active roles by January 1, 2027", which follows a 10% reduction he had ordered back in 2025.

Fewer stars to chase.

Probably going to be promoted soon.

I looked at the thread last night and thought, damn thats a lot of typing to give a full answer with all the possibilities and explain the Army command structure but you and several others have hit on the most likely scenario. The O-7 is likely on promotable status and just waiting for sequence numbers. He will probably get pinned very shortly.

The other thing to keep in mind is a division will have two deputy commanders, both likely to be O-7s (one might be a soon to be promoted O-6) along with close to 100 (maybe more) staff officers, so there is a huge amount of institutional knowledge available. Officers don't know how to run a new level of command from day one. A new platoon leader has a platoon Sergeant; a new company commander has an XO and a First Sergeant all of which usually makes the transition realtively easy.

I’d expect fewer general or flag officers in the future. Same with Senior Enlisted. The current position from the Pentagon is we are too top heavy with rank
