could be caused by a few things that I can think of...
1. whirlybirds are powered by wind blowing over them...maybe there isn't as much wind where the oddball in mounted....
2. maybe it is harder to turn for some reason (i.e. mounted in a bind, needs lubricating, etc.)
3. if it is mounted in a part of the attic that is not connected to rest of the attic, maybe there isn't enough vent space under the eaves of the house for it to get the air that it wants to pull in...
at any rate, I have never seen inadequate attic ventilation keep a unit that is properly sized, properly maintained, and properly installed from cooling a space adequately...I still think there has to be something else...

3.5 tons isn't really a lot for 2,000 sq ft. It's adequate, but not over-sized. Do you have a lot of windows? Are they thin? My house is a little under 2,200 sq ft with a lot of windows that are thin and I have a 4-ton. It runs constantly to keep 74 during the day on these hot days we've been having.

The new whirley is in an open space of the attic and has free access to about half of the house as the other two whirleys occupy the other half.
As I've had everything else troubleshot, I'm feel like it has to be the attic. The guy that checked the duct work is the one that brought up attic venting and he had no monetary interest in pointing it out as he does not do that kind of work. He said our attic was 30 degrees hotter than any attic he can remember being in.
The two, original whirleys were spinning like crazy at 9 AM the other day before the heat even started setting in so I know they needed help. Just hoping that getting some airflow to the new one will take care of it.
The only other answer will be that my foundation is built on a portal to hell that suddenly appeared 2 years ago.

It's not windows.
East windows have morning shade.
Mid day windows are porch covered and curtained aside from one bay window that can't be the deal breaker.
Only one west facing window and it is under the carport and heavily curtained.

A 3 1/2 ton is good for 1800 to 2100 sf. Our 2000 sf is right in the sweet spot. It may not be overpowered like I said, but it should do better than 75 in the heat of the day.

I know that is some frustrating shite, man...I just dropped $8K on a new unit two weeks ago. my house would climb to 78 during the day and I just got tired of fricking with it. one day I came home from work and was sitting there sweating in my own house and decided that either the house was going to be cool or there would be a "for sale" sign in front of it...

I'm not an AC but here are a couple of very basic items that I didn't see asked or mentioned.
What is the differential temp between your thermostat reading and the air coming out of the vents.
Assuming the differential is less than 20 degrees, then while the unit is running see if the air coming off the fans is warmer than normal. If so you need to have the coils cleaned on your outside unit.
You can clean the coils by turning the unit off, remove the outer housing and spray the coils down with a garden hose.

Op- 75 in the heat of the day is better than alot of folks. You're chasing something that's not wrong and that's why you're having a tail chasing time of it. Also, 3&1/2 tons on 2000 sf could very well be why it won't go lower. 1 ton per 500 sf is normally used as a guide. I would not worry about 75 degree low on these hot days. That's a good exchange!

Unless the house is extremely well insulated 3.5 tons isnt enough.
With average insulation, average windows, and nothing out the ordinary like a raised house, etc. I'd have a five ton unit if I were you.

On older homes that aren't insulated well, 400 CFM per ton is good. Especially with flex duct, single pane windows and ten foot ceilings.

I'm going to assume you don't have ridge vents in your roof, which leads me to my next assumption - you're in a somewhat older house. 2000 s.f. with a 3.5 ton unit is undersized. Do you have insulated windows? What type of insulation do you have in the attic? Is it still up to snuff? Rule of thumb is a ton per 500 sq ft. No shade, older house with poor insulation, lack of insulated windows, etc. all need to be taken into consideration. Do you have a electric meat thermometer or regular electric thermometer? If so, put it in the register and see what the temp is of the air coming out of the register. You should be 14-16 degrees cooler than the temp outside. The whirlybird is secondary.

That's the way to do it, but the comparison is incorrect. Think about it. If it's 100F outside, you'd be blowing 85F air out of your register. That would suck! Instead of the outside air, you should be comparing to the temperature of the air entering the return, and that difference, called "the split", is nominally 20 degrees. It it's lower, the system could be malfunctioning, or the duct might have inadequate insulation, which is common when hanging flex from rafters in non-foamed attics, a stupid but common practice. The longer the duct run, the greater the heat gain. To eliminate duct variability, you could measure just before and after the evaporator coil, being careful not to drill into it.
I saw earlier that an AC should maintain 20F cooler than outside. Think about that. It means on a 100F day, you're at 80F inside. That would suck! Instead, what you get out of the split depends on a lot of factors such as the insulation in the house, tightness of the house, duct integrity, air changes per hour, shade trees, etc.

As some have stated your main problem is an undersized unit. Many HVAC guys use guidelines that are do not take into consideration the deep south and its humidity. A rule of thumb for south Louisiana is at least a ton for every 500 sf living area- In your situation I think you are at least a half ton short if not a ton- A quick solution is to add a 1 ton window unit- I would put it in my bedroom -
Best solution is to right size your central unit.
Adding another turbin or a power vent will create negative pressure in your attic- and though it will cool the attic it will also suck AC out of the living area through every crack and vent in your walls and ceiling.
THe proper way to cool an attic is to increase air flow from a lower level- by installing continuious soffit vents as close to the edge of the soffit as you can- make sure they are clear and do not have insulation blocking their flow. The science behind attic cooling is to create a slight pressure to force air out the top without creating a vacuum which is what a power vent or turbins will do

1) If you're getting a 20 degree split between the return and the coldest vent the unit is doing what it is supposed to do.
2) In very hot attics many techs foil tape the return door on the air handler which is a typically very poor seal from the factory, no big deal when the air handler is put in a basement in Ohio, big deal when the air handler is in a LA attic.. ANY amount of 120f-140f air that is getting sucked into the return will kill efficiency.
3) Consider foaming the underside of the attic if you can't get it figured out. Dropping the attic temp will help with every aspect of the systems operation.
4) Look carefully for return leaks in the ductwork, especially if flex. This may explain why the problem popped up 2 years ago and has persisted between two different systems. A failed piece of large flex duct on a return may be pulling in a lot of very hot attic air.
*ETA* I saw a post above that said air blew out when you cracked the door. This would be consistent with my #4 of a large return leak. The only way to get positive pressure in a residential system (assuming no design outside air makeup like commercial) is for the return to be drawing air from some other place than the conditioned space. If your home is older (built like swiss cheese) it would be very hard to generate positive pressure without a lot of outside air being brought in.

Correct- check your ductwork- and easy thing to do before you begin is to check all your AC vents and see if one or two may have little airflow- then check that duct

The correct answer would be a manual j and manual s when you had your new unit installed. The 500 sq ft per ton is outdated and is used by HVAC hacks. I know of many homes in the deep south that can go as much as 1000 sq ft per ton but it all depends on the building envelope.
