Question about governors re-opening their state

If the governor declares a state 'open,' can the mayor still keep her own city closed?

is the governor mandating that businesses re-open?

or is the governor just removing any state barriers to re-opening and it's still up to the mayors as it relates to specific businesses under her jurisdiction re-opening?

In Tennessee the governor gave authority to county health departments on whether to open up with the rest of the state or stay closed. Only a handful of counties have their own health departments though, so everyone else is going along with the state's plan.


ETA: Don't think individual city mayors can do anything, pretty sure it's all at the county level.

Greg Abbott here in Texas has said that his power trumps that of the county and local government.

In Georgia Kemp said local authorities do not have the option to keep things shut down. Not sure if they could challenge it legally or not but you know all the dems are lining up in opposition since this is now a 100% political issue.

Answer may very well be different in different states.

No, just removing restrictions. I know two business owners in Atlanta, and they're both staying closed. One is retail and he's kept his online ordering available. Most of his employees are single mothers, and with school closed they likely wouldn't be able to come back anyway.
