I was on the campaign trail passing out literature for a candidate for DA (Texas).

We pull up to the house and this old guy comes out, uses his finger to plug one nostril, then snorts the snot of the remaining nostril.

When did it not? Im 57. My dad and his dad and his dad all carried a white handkerchief in their pocket and at least a dozen or so at home in a drawer at any point in time. As if they would get it from the table or the church pew for that.

I’m in your generation, and I remember my grandmother (who passed away in 2011, well before Covid) would tell us to “excuse ourselves” and go to the rest room to blow our nose.

So, I do believe that in some circles at least, it was an etiquette thing to not blow your nose in public.

This is how I was taught as well. If I’m eating at a restaurant I would prefer not to hear this.

It doesn't bother me unless its at a restaurant and some older man finishes his dinner and then thinks it time to clear his throat and nose. No awareness at all. Or no care.

Well, blowing the nose in public has been the norm for generations, you just have to learn to do it properly.
We kids copied our elders and learned the technique of leaning forward and tilting the head back while holding the right nostril shut with our thumb and vigorously blowing and clearing the left nostril. Then repeating the function using the fore finger to block the left nostril while clearing the right one. Once those two functions are complete you pinch the end of the nose between the thumb and fore finger and squeeze out the last of the goodies and snap your wrist to toss the proceeds on the ground in front of you, then wipe the remainder from your fingers on the leg of your pants.
If this function has not sufficiently cleared the breathing passages then a vigorous snort, hawk and patooie maneuver or two may be required to complete the task.
Mastering these functions leaves a person with a certain amount the pride and self-confidence and a feeling of personal liberty unmatched in modern society.

What if that person has chronic post nasal drip? I promise they aren't going to walk away every time they need to blow their nose.

I can't imagine what your pansy arse would do if you saw me change my toddler's shitty arse diaper in public (Which I've done many times).
