It’s due to the Raleigh-Plateau Instability, which is the effect of a stream of urine to break apart into more droplets the further it travels before impact. Thanks to the ones that urinate and aim for the 2” pool of water in the base of the urinal, in combination with the RPI and splash back, you get millions of microscopic droplets that over time form a nice damp area at your feet.
The best way to avoid this is to aim in such a way that the stream impacts just on the inside of the urinal to where there is a minimal angle of incidence between the stream and the ceramic of the urinal.
