A warning to both sides. This sounds like another Big Lee situation brewing.

OP, your wife thinks you're weak.

Should have been “Then you won’t mind them coming out every night I am home and you do this shite.”

Or find a farmer and get a teaspoon of temik. Put it in his pepper shaker. Dead as a doornail.
(These are jokes and not actual remedies, all you can do it keep calling the cops).

Invite yourself over one night, and awkwardly play air guitar the entire time your there until he feels awkward enough to turn it off and goes to bed.

I sleep with silicone ear plugs. Highly recommend. You can still hear alarms close to you, but it does help muffle sounds further away.
Won't help with the vibrating of course.

Buy him some nice headphones or sue him in civil court for a noise nuisance if he's over a certain number of decimals.
Look it up. I'm sure you have noise nuisance laws in your parish.

Call JPSO every time he does it past 10pm. There's a noise ordinance. Get the sound Meter app on your phone to show the JP officers when they show up.
Residential, noise-sensitive area, public space
7:00 a.m.—9:59 p.m. Sound Level Limit (dB(A)) 60
10:00 p.m.—6:59 a.m. Sound Level Limit (dB(A)) 55
Loudspeakers and sound amplifiers. The using or operating of any loudspeaker, loudspeaker system, sound amplifier or other similar device between the hours of 10:00 p.m. and 7:00 a.m. on weekdays, and 10:00 p.m. and 10:00 a.m. on weekends and holidays, within or adjacent to residential or noise sensitive areas such that the sound therefrom is plainly audible across the real property line of the source; provided, however, that this shall not apply to any public performance, gathering or parade for which a permit has been obtained.
He will stop or start going to jail.

Is he a renter or does he own the place. You could contact his landlord. Sometimes they might ask him to tone down his music.

I told him this the last time we went through our dog and pony show. He said "they measure from the street, they won't do anything to me"
Which tells me that someone has already called about him on this previously. I'm not sure where they measure from but the next time it happens I'll be waiting outside for the police to show up. The volume is loud enough to hear from the street, I just don't know if it's loud enough to set off the meter from that far.
The room he listens to the music with is on the same side of the house as my bedroom. So if you stand outside his side window between my room and his house I'm sure it would register 55.
Guess I need to invest in a decibel meter.

Neither, he lives with the woman that owns the house. She is extremely rude and doesn't care. I've tried talking to her but she just ignores me and goes inside her house.

So long story short I've got this drunk of a neighbor (60ish male) that lives directly next door to me. He blasts music all night long on his "expensive stereo system" (his words), so loud that it shakes my bedroom from like 8pm till basically I leave for work at 6am the next morning. It's every night of the week, not just weekends.
I've really tried to be cordial over the last 3 years and it's just not working. I've texted, walked over to his house and asked nicely, all the things. To no avail, he still blares his music at 2am loud enough where I can clearly hear the lyrics in my bedroom. He keeps my wife and I up all night long. I'm a light sleeper and have difficulties falling asleep with even a TV on.
Your first mistake was thinking that someone who behaves like this at this level would ever be reasonable. If anything, you just incentivized him into doing it more. This is someone deep into a mindset of general rebelliousness.

quote:
He came by to let me know the cops "didn't do shite to him so it was a waste of my time to call".
In other words, all of your attempts only signaled to him that you were the one to call the cops. Even if it had been another neighbor, he would likely still blame you.
Where you're at now is the point where you need to start documenting interactions and watching for possible retaliation. What do I mean by that?
First off, get security cameras (hidden ones, ideally) in order to capture if he tries to slash your tires, put sugar in your gas tank, etc. Check their recordings every day and copy suspicious/aggressive activity to its own file.
Record any interactions you have with him (audio, video or just writing it down afterwards). This conversation you just mentioned should be noted, for example. Try to use the exact quote and at least the approximate time.
Also, keep calling the cops. After they've shown up to the same call multiple times and experienced the issue (ie: realizing this is a legit, ongoing issue), they WILL do something about it. Make sure that each time you call you mention this is an ongoing issue, also be prepared to give a copy of any documentation to the officers (this can eventually lead to building the case that the neighbor has turned from being merely a nuisance to targeting you for harassment).
If, for some reason, the cops do nothing then you can file suit against him. If you are wanting just a monetary award, you can likely just do it through small claims court (there's a ceiling for small claims awards which depends on what state you're in). If you're wanting a judge to issue a C&D (Cease & Desist) order against him, you'll need to go to civil court. In either instance, you'll need all the documentation I mentioned earlier (as this is a complaint about noise, audio/video evidence is what you really want).
If you decide to go the lawsuit route, get one of these and record it as part of any video recordings. 60 decibels is the sound level of normal conversation, capturing video of the meter reading sound at that level in your home that's coming from his home should be all you really need (especially if you have recordings from multiple dates).

I would list my home for more than what it is worth and pray for a buyer. I would hate to have to leave my home but they aren't going to change and things could end very badly.

I would also contact your sheriff and city councilman directly every time it happens if the sheriff’s department is not responding or not doing anything.
I would also document and record everything. Date, time, and details of every interaction.
No one should have to live like that in a civilized neighborhood.
Squeaky wheel gets the grease.

Kidnap his grand kids. Then cut his Achilles’ tendons and slowly cut his fingers off one by one.

Look for code violations and report him to local code enforcement.
