Exactly. So Europe and the United States had no reason to occupy Germany in the aftermath of World War I. This is especially true when you consider what was going on in Germany in the early-20s. In 1921, the year Hitler took over leadership of the fledgling Nazi Party, no one saw Germany ever being a legitimate threat to the balance of power ever again.

Prevent the Second World War that many people knew was going to happen when the treaty was signed.
It was obviously not a real peace treaty and more of a power and control grab that the entire war was based on.

You realize that a big part of that was to stop the Soviets from taking it all, right?
The German army had been so soundly defeated at that point on both fronts that they were no longer a threat.
It was the Red Army steamrolling towards Western Europe that motivated the occupation, that and trying I snatch up every Nazi scientist and engineer before the Soviets could.

It was't feasible for the Allies to occupy Germany at the end of the First World War. The British and French Armies were just as beaten down as the Germans. Both countries were basically bankrupt as well. We would have had to occupy Germany ourselves, something we were not capable of or interested in doing at the time. Our losses were terrible in the short time we were there, and American sentiment was to get far away from Europe.
Something else to consider is that in WW2, Germany was actually conquered. Their territory was taken, and therefore they could be occupied. World War 1 was a strategical stalemate. A full scale invasion of the entire country would never have occurred at that stage.
Saying "they should have occupied them" is Monday-morning quarterbacking the situation.

Also worth noting that there was a global flu pandemic from 1918-1920.
