It baffles me why people still refuse to listen to police shouting at them with guns drawn.

Based on a description of the individuals’ vehicle, he said, police had reason to believe the same car was involved in an incident the day before in which the person driving evaded officers.
When police arrived, the man got out of the vehicle and put his hands in the air. Manley said the man was not complying with the officers’ commands, and an officer shot a “bean bag” shotgun at him. The man then returned to his vehicle and began driving away. Another officer then shot his rifle at the vehicle, which crashed into a parked car. The man was taken to the hospital, where he died.

Your "video" link is to a statement by the police department, not a video of anyone shooting anything.

Right below that is the video. It's not the best quality of video, but at first glance it looks like the guy has his hands up and then is shot.

I love how these idiots say they murdered him. He refused to comply and had a weapon. They gave him a warning shot with a bean bag and he tried to drive off. If the man wanted to live all he needed to do was follow simple and common sense orders. This was Suicide by cop.

I gotta say, that looks bad for the cops depending on where he was driving his car. Hard to tell for sure in that video.
