You're completely ignoring the whole lack of self-control that is the underlying problem here. I've encountered plenty of mean dogs on my many walks over the years. I usually carry my 9 iron with me for protection. Not once have I ever had to use it on a dog. The situation can be EASILY defused without shooting the fricking dog in the back.

Lots of good cops out there but also many morons with badges and guns as well.

I have to wonder if they are being trained to do this honestly. Any barking dog = shoot.
