Sounds planned. Internal Affairs needs to really look into it. Maybe his partner was about to dig up and expose some evidence on him that was supposed to be buried.

I just have a hard time seeing how someone can leave a dog in a car on accident.

Was the dog in a kennel in the car? I guess maybe out of sight out of mind or something?

Won't be charged. I know a kid who lost rank in the service for slapping an ied dog because the dog was "higher ranking" than him and the handler saw it.

This is sad. But he isn't above the law. What would happen to me, needs to happen to him. Being an idiot doesn't exclude you from punishment. An idiot that has a badge should be no different.
