Having a disorder in which you need help doesn't exclude you from the consequences of the disorder. A court can mandate that he attend counseling and receive treatment for Voyeuristic Disorder. But that doesn't mean he shouldn't serve time or receive consequences for his behavior.

someone commented on the fb news post that often these girls would come straight from school and change out of their uniforms in this bathroom. those poor girls.. :(
The guy is sick and has issues, but stop being so dramatic! The girls privacy was violated.... they themselves were not. Had his sick deed not been discovered, these girls would never had been affected in any way.
