I can only tell you in my plant that new work procedures soon to be implemented are designed to account for more inexperienced operators. Which includes verifying safe conditions 4 different times before work begins. Aging piping is my greatest concern.

they most certainly do regulate government sites, but the federal government doesn't fine itself. OSHA has written numerous citations at the Air Force Base that my wife works at, and they had to partner with the OSHA Outreach Center at GA Tech to get them corrected.

Now they may not have a specific CFR that deals with certain functions of a Rocket, but just like with compressed gases they will defer to the Compressed Gas Association or NFPA for fire ratings for the rules and regulations.

Aging piping and infrastructure of plants are a concern across the board. We are repairing a gear reducer and had beam trolleys overhead to assist with lifting the cover. 1.5 ton cap and I had to write a lift plan for it. I asked them to bring an engineer over because I wanted to know how much the rust of the I-beam was affecting the load rating. They were not amused.

We've hired Ga Tech to come help with PSM courses and show us how to create binders, at a former job on government site, but only because we were asking for an OSHA audit. The director of the site, whether it be Air Force or NASA wants to comply, but there is no mandate to do such. I went to an Air Force site recently that wrote standards, albeit a long arse time ago, that mimic what you'd see on an OSHA site, but VERY key compliance details are missing.

They all try to comply, but not one site I've been to meets the letter of the CFR. It's good for business, I do very detailed analyses to show Code equivalence...at least they can meet the spirit of the regulations. They aren't mandated to do so however.

The older work force in industry are the primary causes of incidents.

Covering their asses is all that is. It's going to be that way and only get more so until safety starts cutting into the bottom line enough. They haven't reached that point yet.

Industry has done everything then can to shift the responsibility for safety from themselves to their employees. It's cheaper to throw PPE at you than make intrinsically safe working environments.

Depends on if you're in-house or just a contractor. Two separate sets of standards, usually. If not in policy then at least in enforcement.

I don’t think so. No one is in a hurry like they used to be in big industry. I think they implemented all of these procedures to slow the pace down. Unless the unit is shut down and the company is losing money, they don’t get in a hurry for anything. Hence, why most accidents happen during plant shutdown, and it’s always some tweaker looking to get on worker’s compensation anyway.

I would be inclined to believe that trend except I work at a plant and know there are just as many old dumb asses as there are young dumb asses.

The 4 plants (4 different O&G companies) I worked in all had no cell phone policy in the units and when driving. Doesn’t matter if you or in-house or a contractor.

They can create and enforce a no cell phone policy and lazy inattentive workers will just find a new way to be lazy and inattentive.

By all means though, blame these youngsters for being on the phone every time you wake up from a nap.
