If I recall correctly, Eisenhower warned us (congress) to keep a close eye on the MIC to keep it from becoming as bloated as it has become. He had an idea of how military budgets worked from his leadership in WWII and he was already seeing during his presidency that the MIC was getting greedy fast.
Sadly, we failed to listen to Washington about staying out of the affairs of Europe, and Eisenhower about keeping the MIC under control.
