No, not at all. They're headed to the great tourist sites. Just because people love visiting a certain city, it doesn't mean there aren't significant eye sore issues with that city. As unique and awesome as some parts are, there is a very significant portion that is in BAD shape. With my job, I cover pretty much every area of New Orleans and see more than most people see of the New Orleans area and about half of it does seem to be an eye sore.
80% of the city flooded after Katrina and many people had no insurance. Yes, people got FEMA help, but FEMA assistance could only do so much and there are tons of blighted properties, abandoned homes and buildings. I read one stat that said close to a quarter of the housing stock is basically blighted/abandoned properties. And I see many of them when I'm traveling around. The New Orleans East area is really bad and that's a significant portion of New Orleans. I mean, we have a freaking blighted amusement park that is still sitting there rotting going on 12 years after the storm. Charity Hospital, a 20-story monster that was once the 2nd largest free hospital in the U.S. is still abandoned and disgusting in the middle of busy downtown. The Municipal Auditorium, a once popular 7800+ seat arena is still sitting there abandoned and untouched. I think you get my point.
And even in the parts that are really unique and extremely nice, the streets are completely atrocious and filled with pot holes. All of that adds up to a lot of bad looking areas in New Orleans. I hate it as a resident who loves New Orleans, but it's the truth.

I think the straps were intentional to remove some of the slack. Horrible idea.

Just curious but does the mental midget on the back of the monument realize that one of those straps could in fact break and hit him?

Just gonna chisel away between the base and the monument for a bit and that will free it up to be able to be lifted.
