Then your friend has no obligation to do anything with the property, including keeping it standing. The SHPO nominates properties for the National Register. They don't regulate individual properties. Aside from municipal regulation, the only regulations upon National Register properties are a required review (Section 106) if federal funding is involved.

Not to complete this project, no. Thus, no Section 106 review was required.
An example of Section 106 requirement was the renovations to Criminal District Court, Charity Hospital's pending demolition, etc. All of which used FEMA funds.

This is very simple. If federal funds are not being used for this undertaking, there is no Section 106.
Eta: you realize the feds don't just write giant checks and say "spend it, city" right? Every project is applied for and goes through an approval process and is monitored. There's a reason Mitch couldn't find his drainage project.
