In any major city, I am sure the police have a lot of other concerns that take priority over an 8 year old selling water, in front of her house/apartment. It is a bitch move, if the woman saw the girl selling water and just up and decided to call the police, then while doing so, try to hide from being recorded.
With that said, I don't know the laws in SF, but I would assume a permit is required to sell shite. One of the main reasons for this is so that people can't just come in, set up shop, sell shite then bail without having to pay any type of taxes so I guess technically the little girl is violating laws, the only thing the police would do is to tell her to stop selling water.
I would side with the 8 year old and her mother, but then I see she said some shite about being black and the police coming out and killing her or some bullshite so I think this is just a case of fricking idiots being fricking idiots.
