True but the United States is a collection of states and many of those states are opting to shut down. So, sure there isn't a federal "shut down" mandate -- but if each state independently shuts down -- the US is shut down.

Shut down is a strong word. You can’t go to restaurants or bars and no large group gatherings is not a shut down. Having the National Guard come in and block the roads and turn people back is what shutting down would look like. People are just being pissy that they have to cook and drink at home.
