People who have a fenced backyard, but still let dogs out front

They have a large triangular culdesac lot with the back fenced in, but both yappie little dogs get let out the front door to use the bathroom, and terrorize anyone else who happens to be doing yardwork, walking their own dogs on leashes, or playing with their toddler in the driveway.
Why would they do this? How many "Bad dog, bad dog, I'm so sorry, come here little chi chi, I'm so sorry" episodes need to occur before you start letting your dogs shite and piss in your own fenced back yard?

Because one of my dogs is crippled and can't make it down the stairs to the backyard.
I also go out there with him and make sure he doesn't get out of my yard.

Buy a pit bull. If its on the leash when it eats them the owner cant do shite if the yaps werent on a leash

I have one of the same, and have to carry him down the stairs to the backyard. He's a beagle though, easy to carry. If it was a large breed, I would just be a good owner and euthanize it.
My neighbor's dogs aren't crippled. No excuse.

My back yard is muddy as shite because it's been raining so much and trees block the sun. I take my dogs out front because I'm lazy and don't want to wipe the mud off their paws.
I keep them on leashes though.

I have two other neighbors, one with a pit and one with a german shepard, separated by a fence, and you can hear them trying to kill each other through the fence all the time.

The husband will bring them out on leashes, but the wife and the kids always just let them haul arse out the door like banshees.
