The girl is not that big. Hear me out - she is definitely a little big (maybe more than a little). And with no boobs to balance the big bottom, it amplifies the effect. Finally, she selected about the least flattering bikini bottom for her shape.
Bottom line - boob job and a correctly fitting, flattering bikini bottom, she goes from WTF to extra curvy, but highly hittable.
