Problems with doing this in the Quarter:
it's so wet and humid, straw wouldn't be enough to kill the stench
Check out the stench on Chartres at Ursulines where the mule drivers stop and talk about the convent, and the mules relieve themselves.
And it will add a layer of G&C (graft and corruption) as property owners will have to pay off the givers of the peestops NOT to put them in front of their property.

What about the drip issue underneath this contraption because there isn’t any straw on the ground to fix that issue.
