Yes, with a matte black finish on my truck. dug up a pic for you to see how easy that junk is...
just remove wheel. clean it VIGOROUSLY. sand down surface and/or use self etching primer. then spray even spurts. use a deck of cards for overspray.

TO the guy who was saying why no one has called it trashy yet... that's because for very little cost you can make EVEN a Hyundai stock rim look solid.
