Tons of rules in the way:
LSU Residency Regulations
A few things regarding residency:
The day a parent moves in the state for work purposes, the student is immediately able to claim residency for tuition purposes.
The student can move to the state, live, work, register, etc for one year while **NOT** attending any school (i.e. just like moving to Louisiana for the hell of it). After that one year, they can be classified as a resident for tuition purposes. However, the wouldn't be eligible for any entering freshmen scholarships.
Regarding:
Basically, the state isn't dumb and makes it very difficult to become a resident. Residents pay taxes that support the educational system, so they get in-state educational rates. Otherwise, why not enroll in a higher-ranking college in another state, utilize their educational system, then send them a thank you card for the education while you benefit another state.

They never pitched a bitch. But there were a lot of forms that had to be filled out Abe sighed by base commander and such.
It got even worse when my dad retired after my JR year and moved to TN. I always maintained LA residents. Had LA tags on my car, paid LA state income tax. But since he still claimed me on taxes, I had to jump through hoops. And it's not like everyone had a fax machine back then.

This and some places put a limit on there stating that if your primary reason for living there is to attend school then it still wont count for in state. My brother went through some process like this and he had to convince them he was planning to make a life there after college.

If you really wanted to game the system you would buy a condo out of state, and put the utilities in your child's name for the year leading up to school. In addition, have your child file his taxes from new address, and get him an out of state license.
I wouldn't recommend doing any of that of course unless you wanted to break multiple laws.

See if your child can get a Out of state waiver. I got one for my grades, easily saved me 25-30 grand.

That is an option, but honestly I would rather just join ROTC and get both a free education and a commission as a 2LT rather than joining as a grunt private in the guard.

Do you live out of state and have a student at LSU?
I own a home in Baton Rouge. Tried for my son to establish residency after being at school. It isn't as simple as you think. He has to have enough income to file taxes in Louisiana and I can't claim him as a dependent, which also means he would have to have his own health insurance.
