OT Plumbers - WTF?

Last week I posted a simple question about a likely clogged main sewer drain and got some good solutions and price quotes (thank you). But now I've unearthed some shite that makes no sense to me.
When we bought the house in 2015, the city assured us we were on city sewer, but the plumber that came out found...a full septic tank! So after getting some attitude from a paper pusher at the Water Dept, I got in touch with Environmental Services, and apparently my working septic tank is hooked up to city sewer via a single, small diameter pipe with no clearouts. The city assured me that they would pump it free of charge (after I paid $240).
Has anyone heard of something like this? My plumber about shite a brick when I told him, said he had never seen it in 30 years and couldn't believe it would ever pass city inspection.

Probably going to need to get copies of all your sewer bills and talk to an attorney.

So it’s the city’s fault that the homeowners plumbers connected the city line to an old septic tank instead of bypassing it

That means get ready to bend over when the city comes out to "pump" it out and then tells you that it isn't to code and you need to fix it.

It's the city's fault if the inspector approved it and the city has been charging him for sewer usage even though he's still using a septic tank.

They said I could request reimbursement for the $240 (You bet your arse I am) I paid a private company this week, but that in the future we could call the city and they would come pump it for free.

I’m not a plumber, but I have heard of this being done. My former boss had the same situation discovered, and he just left it.
You can see the appeal. Why dig out the old tank when you can just hook up the outlet drain into the city sewer line.

Have fun re-explaining this whole situation every time it needs to be pumped to Linda in the office who wasn't around the last time it was pumped.

That is insane. I still have a septic tank underground, but we simply bypassed it and hooked it into city sewer directly from the drain line.

I guess it all hinges on whether it actually meets code or not. If it does and poses no problems down the line when if we decide to sell or anything, then it's a minor inconvenience that I can live with. If it's not up to code, then I need to find out when it was done, who signed off on it, and get the city to come out to empty and crush the thing.
They said we shouldn't have clean-outs but that it was accessible by a manhole on our neighbor's property, 50 ft off my corner. Just bizarre.

Nah, they've thought this through too well. By municipal ordinance, if you live within so many feet of a sewer tap, you get charged $30/mo whether you're tied in or not.

City’s responsibility stops at the property line, they don’t know if the crazy plumber left a septic tank in the line somewhere underground

It’s still flowing into the city sewer, a septic tank doesn’t absorb sewage, it is dumping out into the sewage line of the city
