As someone who was once a teen girl, here’s my two cents:
-First, watch the movie The Edge of Seventeen (not with your kids). It’s a great film anyway, but especially relevant to your situation.
-It wouldn’t matter who the best friend dated, your daughter wouldn’t like him, would be jealous, feel threatened, etc. Since it’s her brother, she’s more comfortable being openly hostile, so it creates drama in your home.
-This reaction is completely normal. The hormones are raging and she’s experiencing a big life shift/change. However, if she doesn’t get over it within a couple of months and move on, she’ll need to be told to build a bridge.
-Have a heart to heart with your daughter about life and how it doesn’t always go the way we want it. We have to adapt and stewing in bitterness just makes things more miserable. Encourage her to hang out with other kids, to be proactive about doing things with them. Talk to her about relationships and friendships and how they all evolve over time. We have to learn to accept it and embrace the good things that can come from it.
-The best friend should also be proactive about spending time with your daughter without the brother around and should limit talk of him when they are hanging out. But your daughter also needs to accept that the friend is dating your son and should respect that they want to spend time alone without her.
I’m 41 never married, no kids. My best friend for almost 23 years since college got married at 22 and has three kids. Of course our friendship has changed and evolved over that time and it was tough at times, but we’re still as close as ever and I love watching her kids grow and being a part of their lives. Change isn’t easy, but it’s inevitable and this is a chance for her to practice being adaptable and proactive.

Simple solution. Tell son and daughter that you are going to cut the GF/friend in half, that was each will a part. Then, when one declines and says he'd/she'd rather the girl go on living with the other than die by the sword, award the GF/friend to this one because this is the one that truly loves her.

Same situation at our house: daughter has a best friend, our son and her become friends, then start dating, then engaged, then married, then four daughters. There was tension at times, it is what women do. But they are ok now for the most part. My point, let it be and they will work it out most likely. Good luck to you friend.....
