For all the Van Allen belt folks. The alleged prohibitive radiation varies and is thinner in certain areas. They sent them through the thinnest known parts. That combined with the short period of time the astronauts were exposed and considering the way they were exposed, allowed them to traverse that area.

The best part of this is that "proclivitive" is not a word, it's something that he just thought sounded good and would make him seem smart. The closest it comes is Proclivity which means "a tendency to choose something regularly" which is nonsensical in that sentence. Maybe he was going for "prohibitive" and botched it. He should stick with smaller words. And things he understands.
