This sounds very avoidable by 2, but this board is generally pretty lax about that. (Shocker, I know).
Can't really tell by your description, but it seems as if 2 could've braked better and/or used the steering wheel better.

Car 1 is at fault, they should have yielded as they entered from the turning lane.
