Both of those sentences seem off or incomplete.

Agreed, I can't imagine there isn't a better way to structure that - what's the context?

I was just using them as nonsense examples. Let me adjust them.

These sentences make no sense.

They are and are? Huh? You fixed nothing!

Both sentences are poorly constructed, because they are inherently vague. To me, whether they are grammatically correct is irrelevant.

The group, who many consider a leader in the community, is made up largely of the remaining members of the village.

Is this what you are trying to convey?

Both are correct. What is important is parallel structure. Is...and (implied is) or is...and is. Both work

How fricking hard was that?

OR

"They" implies plurality, therefore "and are" is appropriate. Another way to write that sentence would be:

"The group is known as leaders and is believed to comprise of most of the people remaining from the village."

In the second sentence, "the group" implies a single group of people. Therefore, "is" would follow.

You wouldn't say "they is" or "the group are". Well, some people say that but not if they have an education.

ETA: Who the frick is downvoting this? I'd love for you to come here and educate me on how I'm wrong.

Your original sentences lack parallel structure and that is why they seem stupid.

They are known (verb) and are most (predicate nominative?) are not parallel. Would need “as” before each element. They are known as...and as...
