So it has to be a couple of hours off any coast, it won't be west of Texas into the plains so a river delta makes the most sense. Nothing bigger than the MS and the further S you go the lower it gets but can't get too close to the coast.

Yeah. Couldn’t google to see if any large cities were close enough to be super low and thus..

These are fun questions. I've been to places in California that are well below sea level but pretty sure they don't meet the 150 mile threshold. I need to think about it some more

My guess is follow the Mississippi up and once you are inland by 150 look for the first cities that meet the population criteria. Maybe Vicksburg and Memphis. The other guess would be on the Colorado so maybe Yuma but without looking that may be within 150m but I am pretty sure the population is over 25,000. I have no idea if there is a larger city lower than Memphis on the Colorado.
